Abstract

This study proposes policy measures to vitalize Korea’s intellectual property (IP) finance market by analyzing the systems of Korea, the U.S., Japan, and China. Domestic limitations and global success factors are defined, and nine key policy tasks prioritized through expert interviews and the Analytic Hierarchy Process are derived. Unlike previous studies, findings are strengthened through expert insights and policy urgency and importance quantified to objectively identify priority measures. Based on the results, a stepwise policy roadmap to advance Korea’s IP finance ecosystem is presented.
